Level crossings give rise to around 6% of the total mainline accidental risk. Although this figure has significantly decreased over the decades the risk has not been eradicated and level crossings still have the potential to cause significant harm.

Leading Health and Safety on Britain's Railway (LHSBR) – Level Crossings sets out a number of strategic challenges to encourage the rail industry to increase awareness and effectiveness in the management of level crossing safety risk. Although the majority of the level crossing estate in Great Britain is managed by Network Rail, it is through collaboration with the wider level crossing community (including rights of way owners, level crossing users and groups, train and station operators, unions, BTP, ORR, RSSB etc) that enables better change and risk management.
